Virginia has the highest concentration of federal employees in the US. Pentagon, OPM, DoD, civilian agency, and contractor employees face specific qualifying considerations โ€” federal pay system, telework, security clearance status, and locality pay adjustments. Here's how it actually works.

Federal pay system qualifying

Federal employees on the GS (General Schedule) pay system qualify on:

  • Base salary per OPM pay tables
  • Locality pay โ€” Northern Virginia/DC locality pay adjustment
  • Special pay differentials (DoD, intelligence community, specific positions)
  • Step increases on schedule

For mortgage qualifying, total compensation including locality pay is used. Documentation:

  • Most recent SF-50 (Notification of Personnel Action)
  • Most recent Leave and Earnings Statement (LES)
  • W-2s for prior year

Northern Virginia locality pay

The DC-area locality pay rate adds significantly to base salary for federal employees in Northern Virginia (Arlington, Fairfax, Loudoun, Prince William, Alexandria). When budgeting your home purchase, ensure your loan officer uses your TOTAL pay including locality, not just base salary.

Telework and remote work considerations

Many federal positions allow significant telework. For mortgage qualifying, what matters is the duty station listed on your SF-50:

  • If duty station is in Northern Virginia/DC area, you may qualify on DC-area locality pay even if you telework from elsewhere
  • If duty station changes (relocation), locality pay adjusts to new duty station
  • Hybrid telework typically doesn't change qualifying โ€” pay structure stays the same

Security clearance status

Active security clearance is required for many federal positions. For mortgage qualifying:

  • Active clearance status confirms ongoing employment eligibility โ€” positive signal for lender
  • Pending clearance (new hires) โ€” typically still qualifies if employment offer is signed and start date is within 90 days

Federal contractor employees

Federal contractor employees (Booz Allen, Leidos, SAIC, Lockheed, Raytheon, defense and intelligence contractors) qualify based on contractor employer compensation, not federal pay scale. Mortgage qualifying:

  • Recent W-2s from contractor employer
  • YTD paystub or LES from contractor
  • If hourly contractor on assignment: stable 2-year history of similar contract work helps

DoD civilian and active-duty considerations
